Here it is on Heliotropium arborescens flowers.
CLOSED: What kind of grasshopper is this?
It's difficult to tell because of the angle from which the photo was taken, but this could be a nymph of a short-horned grasshopper (Orthoptera: Acrididae) in the genus Melanoplus, such as Melanoplus bivittatus - see http://www.pbase.com/tmurray74/image/32584856
