This creature is on my pepper plant (pimento/pimiento). When I turn the pot to look at him, he scurries behind the stalk so I can't see him. What is it?? Do I have to worry that he'll be eating the plant/harming it/laying eggs/etc.?

anyone know what they are?
It looks like what we have here this year. They suck the plant juices. There are so many of them on the big Crape Myrtles that is feels like a sprinkle from the sky every time we walk under them. I guess after they suck the juices all that liquid has to go somewhere.
Some kind of leafhopper? Dunno.
