These keep appearing on the 2nd story window of our office. It looks like a plant, until you see the little caterpillar guy at the top move his head and sort of inch forward and out.
Anyone know what this is?

This is a bagworm (Lepidoptera: Psychidae); likely the common bagworm, Thyridopteryx ephemeraeformis, a sometimes serious pest of trees, especially cedars and arborvitae. See http://ohioline.osu.edu/hyg-fact/2000/2149.html for detailed information.
Never seen one on a plate glass window --usually camoflaged well in a tree.
They can move, so they are often seen off of the tree. I've seen them hanging from the eaves of my house like Christmas ornaments. Or crawling down a wall or sidewalk. Pick a bunch off the tree and throw them in the garbage can and you'll soon see them crawling out. I learned to put them in heavy garbage bags and close them up tight before disposing of them. And when some chewed a hole in the bag, I found it best to drown them first!
The guy on the window is either lost and looking for the tree, or getting ready to pupate. I would guess the second...
