CLOSED: What in the world is this!!?
This is a male dobsonfly (Megaloptera: Corydalidae), Corydalus sp. In spite of its appearance, it is entirely harmless. Female dobsonflies have much shorter jaws, and with greater mechanical advantage, can draw blood if they bite. Their larvae are aquatic and known as hellgrammites. See http://www.uky.edu/Ag/CritterFiles/casefile/insects/dobsonflies/dobsonflies.htm for more information.
