CLOSED: BEE FLY?
The image is a bit too fuzzy to be certain, but this could be one of the bee-like robber flies (Diptera: Asilidae) in the genus Laphria - see http://www.pbase.com/tmurray74/image/61770439 for an image.
Unfortunately, this photo as well does not show the head clearly in focus. Robber flies can be distinguished from similar appearing insects by having the top of the head between their eyes distinctly depressed - some look almost hollow-headed! Nevertheless, I see no reason to change my initial opinion.
