i have a question about hostas and hydrangeas

1- can you root a hydrangea from an existing plant or cutting from an exitsing plant?

2- none of my hostas even broke the top of the soil this spring - some said it was due to the extreme draught we have in south carolina but i have seen yards where they are growing
