I found this sitting on my rose plant. There were two of them, one on the flower and one on the stem. Does anyone know what this weird neon blue and pink bug is, and if I should get it off my plants or not?

It's a leafhopper. There are a few very similar ones, maybe you can figure out which it is:

They're a pest here, bigtime, but they are neat looking.
My best guess is that this could be a red-banded leafhopper, Graphocephala coccinea - see http://i.pbase.com/u30/crocodile/upload/19175689.Graphocephalacoccinea1.jpg and http://k43.pbase.com/g6/59/68959/2/73546755.GlNxHcJZ.jpg for images. The color pattern of this species can be variable as to the extent of the red bands and the background color - some specimens can appear more blue than green.
That's definitely it. This explains the flying green things, too, which are apparently their young.
Now I must figure out how to get it off my plants.

Anything flying would not be the young of this insect, as they would be flightless nymphs. You might try taking a photo of them and submitting as a separate thread.
