CLOSED: Are these aphids? The white creatures and even the brown

Silver Spring, MD

These bugs seem to be destroying the leaves on my apple trees, which are more decorative at this time in an espalier. I just found them this evening after seeing the spots for a couple of weeks. I learned from here that I have to look under the leaves at times, and luckily while doing that I found these white bugs on this stem. Any help on what I should use to kill lthem - if that is the appropriate course. I don't recall seeing these spots last year.

These might be woolly apple aphids, Eriosoma lanigerum - see http://www.ipm.ucdavis.edu/PMG/GARDEN/IMAGES/INVERT/woolappleaph.jpg for an image and http://www.ipm.ucdavis.edu/PMG/r4301711.html for control guidelines.
