HELP Maggots hatching in landscape "blood meal" used

Hi, I'm new here. We have been landscaping and creating a flower bed. I used some blood meal around most of the shrubs as a fertilizer. I did this on Saturday; it has been very hot and humid here, plus we have had rains this week. On Monday evening while sitting outside near the front foundation landscaped area, we began smelling a VERY FOUL odor. We had searched and searched the area this week trying to locate the source..we thought something had died and crawled under an opening in the driveway. After doing much searching and spraying out areas, using bleach and using vinegar to get rid of the foul odor. TODAY, I stood back searching for flies, I thought there had to be flies with such a FOUL ODOR in such hot weather. I then saw pools of larvae crawling out of the ground around my new hydrangea, and two other small shrubs (where I had put some blood meal around them).

Can you please explain why this has happened? How to correct it? How to avoid this in the future?
