Something is eating my petunias! I need help. They look like aphids, I guess. What are they and what should I do?

I can't see any insect(s) in this photo clearly enough to guess, but they definitely would not be aphids, as those have piercing-sucking rather than chewing mouthparts.

Bud worms! I'll bet. They've stripped my petunias of flowers. Help! What should I do?
