When and how do I take cuttings? I know I should do it in the morning and keep the cut end moist right away. How long should the cuttings be and is there a certain place to cut it?
Hardy Hibiscus Cuttings?
You can take cuttings any time now. Take a nice new shoot. Remove the bottom set of leaves, dust with rooting hormone if you wish(I never do) and place the cutting in soil, in a pot, somewhere nice and shady until you see new growth. I have also removed all adult leaves, all except those at the very tip of the cutting.

Would this technique apply to tropical hibiscus too? I've received a cutting and want to make sure I'll get this cutting to root.
Yes, I've started the tropical ones this way too.
