These appear to be aphids ("plant lice") - see http://www.ipm.uiuc.edu/vegetables/insects/aphids/ - they can cause damage to the plants by sucking sap. See http://www.ipm.ucdavis.edu/PMG/r783301711.html for some control suggestions.
