I don't know the answer to your question but I can help you with this. If you just want your post to rise to the top of the list, post a reply to your post (on your original post). Some people just post the word "bump" to bump it to the top of the list but don't use this approach too often because it could become annoying. As far as making it "new", it will appear as new to each individual until he/she has read it. After that it will only appear as "new" to that person if someone (including you) has posted a recent reply.
