Crape Myrtle Bug Eggs?

The crape mytrle I planted last year (that was so pretty througout the summer) has some kind of weird white round almost egg like things on the tips of the new leaves. Could this be aphid eggs? I posted in the Bug/Insect ID forum but no responses yet. Any help with this is appreciated. Pictures follow:
