This is a tortoise beetle (Coleoptera: Chrysomelidae; subfamily Cassidinae); possibly the mottled tortoise beetle, Deloyala guttata - see http://zipcodezoo.com/Animals/D/Deloyala_guttata.asp
This beetle feeds primarily on members of the morning glory family (Convolvulaceae), which, of course, includes sweet potatoes.
