I took too long to plant some of my lilies, but I finally got these potted up. I just went to look in on them and found this situation.
The stem has dried up. I would expect this bulb to be a goner since it can not get any nutrients.
Could I salvage some life by digging it up, separating the scales and propogaing those? Or is the bulb, all parts included, simply done for?

If your bulb was all dried up and not firm then I would say there is no hope for it. Normally it doesn't matter a lot if a stem breaks off if the lily bulb is otherwise in good health. Take a look at the bulb and if it is firm then plant it in the garden instead of a pot and it might come back next year (mark the spot). Planting in the garden will help keep the bulb cool over the summer.
Thanks. I hate to admit that I have a bit over a few that didn't make it into nicely planted areas. I'm going to did a deep, wide hole and put them all in it. It's better than nothing!
