The images are too fuzzy to be certain, but this may be a sawfly in the family Argidae. See http://www.pbase.com/image/31144292 for an image and brief writeup of Arge ochropa, a species introduced from Europe.

I think that's it!! Mom found it on a Rose and wanted to know if it was a good or bad bug...I'm thinking bad bug!!
