This was so small (1/4 inch) I thought it was debris.
It's on a blackberry leaf.

CLOSED: Flea?
This appears to be a nymph of a treehopper (Hemiptera/Heteroptera: Membracidae - see http://www.pbase.com/tmurray74/image/89063906. It is difficult to say whether your example is alive or not - the dorsal aspect of the thoracic segments appear to be split, as if it stalled in the process of molting.
Thank you, Suunto. It did not move. I've had treehoppers in the past. I never saw a nymph, though.
