I have seen seeds on seed tape availble in the store, does it make a difference in the way the plants grow? I saw a way to make it with single ply paper towels and paste made with flour and water would this work?

I think the main purpose of the tape is to get the spacing right so you don't have to thin as much later on. The only thing I would worry about with the paper towel is if it's too thick or doesn't decompose fast enough, maybe you'd be better off buying super cheap single ply toilet paper and using that instead.
But really not a bad idea, eh? I hate thinning seedlings. It seems antithetical to the whole process ...(my fifty-center for the day!)

How did they make the seed tape in the instructions you have? Flour and water paste I understand, but how was it mixed so that it could be spread on the paper towels without causing them to disintegrate right then? Cheap single-ply paper towels, toilet paper, or even very thin paper napkins should work, I would imagine.
