When to divide creeping phlox?

My mother has a now-blooming clump of creeping phlox (phlox subulata) 'candy stripe' that is being overrun by pink evening primrose (oenothera speciosa.) I'd like to move the phlox to my yard, but is this a good time to disturb the phlox?

So long as its finished blooming, its fine. Just make sure you keep it watered this summer since it won't be established yet....Creeping phlox is tough--it should do well, and recover in time to bloom next spring.
