I'm thrilled my Tom Pouce and Stargazer lilies (my first) have returned from their initial planting last spring; 8" tall now. But I realized I planted them too far back in the border. When can I move them? And if the answer is when they are dormant, how shall I mark them and get them out of the border without spearing them? thanks!

Yes, dormant is best, but you can move them now if you really want to. Start digging a good distance away from where you expect the bulb to be, then gently work your way over to find the stem and / or bulb. Take a big scoop of soil with it.
As for 'marking' where they're at, I leave about 3-4 inches of the old stem when cutting them down in the Fall.
