tree or bush suggestion
Well, Lilac's are certainly known for aroma. Some of the Flowering Cherries have a strong aroma.
I have an osmanthus x. burkwoodii that is in bloom right now (zone 8) and smells really good..sweet, but not overpowering. It has masses of small white flowers, and dark green leaves. It is an evergreen, gets to about 6 feet tall, and can take clay soil, which is what I have.
Gardenias are always a great choice. Or Cestrum nocturnum--it has a very strong scent in the evenings (too strong for some people). If you don't mind vines, there are a number of different types of jasmines (both genus Jasminum and other things with common name jasmine) that smell wonderful.
If you have room for a small ornamental tree, sweetbay magnolia hails from your part of the world. It should do really well in SC.
Look up Magnolia virginiana for more info.
You can smell a Korean Spice Vibernum from yards away.
If you like roses, I have an "Angel Face" floribunda rose (lavender) that smells wonderful. I have it planted on the west end of my porch. When the wind is right, the smell wafts all the way across our front porch which is approx. 60 feet long. It also blooms all summer.
I recommend a Tea Olive [Osmanthus fragrans]. This tree can reach up to 20'. It is so fragrant that when I brought mine home, I had to pry the cats away from them.

Tea olive is really nice too. I have some lining part of our driveway and when they are in bloom, they smell wonderful. I think they're a pretty shrub too.
thanks everyone now to go look at them. i have a small tea olive but it isnt a huge thing yet. thanks agian
Another plant that flowers during the winter months with a wonderful aroma is Sarcococca. They like it shady, moist and are evergreen with small leaves and habit. http://davesgarden.com/guides/pf/go/81925/ They would probably grow well for you as long as they don't get too warm/hot in the summer. They flower at a time when you may have snow on the ground.
Sarcococca ruscifolia var. chinensis
