Not sure what is their first form but they once these little black like caterpillar cocoon but it can move and then it evolve into these little flying bugs. I need help on how to get rid of them, the cocoon seem to like wet area and when it's ready to morph, it'll seek for dry land.

Hi Crays, welcome to Dave's! I see you are newly signed up.
It would help if you could get a clearer picture with more light. Try backing up a bit with your camera and use a torch/flashlight or lamp so we can see it more clearly.

I have those (or something very much like them) here in Austin, TX! They are about 2 inches (5 cm) long. Black tufts of fur with black skin beneath. Ugly things. I find their empty husks on my enclosed porch and in my garden. Yucky things.
Your black "cocoon" appears to be a fly larvae which is a large maggot. Some types of flies lay eggs in the ground and not on rotting matter. It is wiggles and appears to have no legs, its a maggot. Don't know which type though.
