Require help for my wife's Hybiscus plant, it is infested with little white tics on the top and underside of the leaves
and buds. Also some of the leaves are starting to curl, she has tried spraying the plant with soapy water,but it
doesn't seem to have helped any.

Try googling some images of mealybugs. I don't grow any Hibiscus indoors, but you could try dabbing them with rubbing alcohol on a q-tip, if that's what they are.
