I’ve read that Zinnias don’t like being transplanted. Has anyone planted Zinnia seed in a Park Bio-Dome and then transplanted the seedlings to 3” peat pots? Any problems?

I agree, never heard of a problem transplanting them. They sprout so easily that I just plant them in the ground, though.

I start zinnias off in a small tray, 20 seeds to a tray, and when they get about 2 sets of true leaves I transplant them into individual pots. I've never had any problems transplanting them either.
I have also had a lot of luck just planting zinnia seeds directly in the ground. In fact, the next year I have little volunteers pop up all over the yard, which I move to a location of my choice. They must be tough and easy to grow, as I don't consider myself a highy experienced gardener. (But I'm working on it.)
I start them off in baggies, then into pots and after a third move they end up in the garden. I haven't had any problems. As said, they seem to be very tough...
