I bought 2 Cercis last year.
The "Forest Pansy" is ready to bloom, there are many buds coming out.
The "Alba" however, has no buds visible.
Is this one supposed to be later to set buds, or is there something wrong with it?
I clipped off a little branch at the tip, and it is green inside.
Any ideas?

With no picture...can't provide a lot of help.
Cercis canadensis can have pretty obvious bloom buds. In nursery production, it can also be heavily fertilized to push vegetative growth for size and increased sales. This sometimes sacrifices the short term flower bud set.
If you could show the whole of each plant, and then some closeup shots of twigs/branches, then a diagnosis might be deliverable.
I don't know if these need to be a certain age or size before they'll bloom--since you got these last year I'm guessing they're fairly young and small, so I'd give it another year at least before you worry. I've also had trees and shrubs that were old enough and big enough to bloom take a year off from blooming after they were first planted--they work on getting their roots established first, then start to think about blooms.
