CLOSED: What are these critters.

They are on a Hibiscus.

The black ones are aphids and my boss says that the weird tan ones are parasitized (by some kind of wasp) aphids.

Those wasps are good guys. When they emerge from those brown swollen mummies, they will mate, and the females will each lay eggs in about 100 more aphids. The good guys will wipe those aphids out! Yours are different insects. These are braconid wasps, commonly referred to as aphid wasps. There are several species that parasitize aphids, so I don't know which species this would be.
