Send that photo to Park's, tell them you bought the seeds from them (which you did) and ask them what's wrong.
I asked in another place here, and learned that green sheild bugs brought Cucumber Mosaic Virus from some nearby weeds. Maybe twenty feet away, a clump of weeds, in my neighbor's yard.
I've bought seeds, not plants, from Park's for thirty years with no complaints. A photo of a big plant is not the same as a six inch plant that they say is six inches. I believe it's easy to expect too much from Mail-order.
Now, my Chard! It's growing like a fountain!

MolaMola if i was you id not be puting meat and bones in your five gallon bucket any type of fish is ok and i hope that the cat liter is clean and not used paul
fish breaks down fast but meat does not and can breed disease id just be carefull useing meat. if it was good to use every one else would use it to Paul
You should check out the Bokashi thread on the soil and compost forum.
Dean can you do a link? I'm wth Paul on this. I'd be very concerned about the meat and catfood scraps - just different things that I've read. (Though your Chard sure does look awesome - makes me want to go in for a graze!)

I went back and read carefully, and 3-5 " of meat bones and scraps and leftover cat food in one of the 5 gallon buckets I have would be several pounds, but why would raw be worse than leftover?
If it works for you, more power to you, but I'd worry about what would live down there, among other things.
Then again, maybe this will be a revolutionary new method!
Personally, I have serious doubts about it and wouldn't consider it. Maybe I'm old fashioned but our six compost gives us such good results that I won't mess with success.
