They remind me of tent caterpillars that we have here in the Northeast---have you ever seen webs in this tree in the early spring?

Looks more like tent caterpillar eggs (see http://www.extension.umn.edu/distribution/horticulture/images/7563f02a.gif) than wheel bug eggs (see http://www.ces.ncsu.edu/depts/ent/notes/O&T/shrubs/note65/Eggs2.jpg)
