There are many of these on my small oak trees. I sprayed them in the summer but they are still there. What are they? Should I try to cut them off the branches? I don't know if they are alive.

They're some kind of bagworm moth chrysalises. Around here they go after evergreen trees and shrubs. They're easy to just pull off, if you can reach them.
