CLOSED: Tiny wasp?

Benton County, MO(Zone 5a)

Does anyone know what this could be? He was on a Buttercup and the flower is small, maybe no more than 3/4 inch to an inch across, so that makes him very small.

fly_girl, thanks for helping. I think the paper wasps are too big for this one though.

Pianopete, thank you also for helping, but a Cicada Killer is huge, one of the biggest wasps I've seen.
