CLOSED: Bugs or fungus or???

I noticed these odd little things on what's left of the stems of my Black n Blue Salvias today.
Anybody know if this is insect-made or not?

It's some type of scale (an insect). Just cut the affected stems off and seal them up in a plastic bag. Watch out for more next year and hopefully you won't have to spray an insecticide.

Spray the remainder of the healthy plant with neem oil may also help prevent any eggs from hatching in the future?

Hi Deb,
Yes, one of the wax scales - I think the barnacle scale. They can cause a lot of damage on a lot of different plants. Keep and eye out for them. I flick them off and stomp on them whenever I find one, or I'll later find bunches.
