Seed germination

Greetings from Saipan. During the last few months, I have sowed 400 blue jacaranda seeds. Warm water soak for 24 hours, sowed 1/8 inch deep in Ace Hardware potting soil. I have not had a seed germinate. Seeds were purchased from dealers in the US, Australia and India. Anyone have any suggestions? Cheers, Cap Carl - www.beautifycnmi.com

Blue jacaranda -- I can only imagine here in frosty KY. Beautify CNMI looks like a fine project.
