CLOSED: Is this Neon Skimmer?

Found this near a lake where I went for the first time. Is this Libellula croceipennis?

I don't think it's a Neon, it lacks the yellow dorsal stripe. But, it could be a Ruddy Marsh Skimmer:
The Ruddys have the black dorsal stripe.

Sure.....could be the Scarlet Skimmer, they look very similar.
