Anyone used this method to grow Crepe / Crape Myrtle trees?

Never tried it on crape myrtles, but it sure worked great on figs after failures with trying cuttings. It's worth a shot.

I do both - but cuttings work best for me in August and September, since I do all of my cuttings outside. They love our heat and humidity. Mid-season cuttings seem to do best for me - a bit woody, but still pliant. I try not to over care for the cuttings, especially in watering. I just use a good potting mix that I purchase from Lowe's or HD. I dampen the mix before placing the stem cutting in the mix and do my best not to over water. My hobby is propagating woody plants, and I have everything Dirr has written (to my knowledge). He removes the complexity from it all. Good luck. The stem cuttings are predisposed to root. If we don't kill them, they will root.
