CLOSED: very cool cool spider! Please help identify

We found this today outside the building where we work. Could it be a Banded Garden Spider?
Has to be one of the coolest looking spiders I have see here in NW Washington!
The underneath of this spider has 2 yellow stripes that run lengthwise down its Abdomen. The Spider is about an inch long, I would guess...
