I found it on a grass blade in the close proximity of water.
I looks like it is a male because of its feathery antennae.

CLOSED: This one I think is Chironomus plumosus
It looks OK to me, I have an entry in BF.
Non-biting midges have front legs which rest in the air, biting midges and mosquitoes the back legs .
