It is clear from your image that your strange bug has only one pair of wings, which means it is a fly in the order Diptera.

I have done some searching and although I have found no matching images on the web, I have found an image in my book "The Insects of Australia" by the CSIRO, an image of a Crane Fly in the family Tipulidae, which has a head and antennae looking very similar to your beast.

If it is related, it is in the genus "Paralimnophila", but this is a large genus, having some 58 species in Australia and many more in Asia. It could also be in a losely related genus in the sub-family Limoniini, Tribe Limnophilini,

Thanks lily. But the antennae are complete different to the scorpion fly.
