CLOSED: Is this a dragon fly or a Flame Skipper?

This guy was posing for me the other day....got lots of great shots.

I'm told it might be a flame skipper and that there is no picture so far.

Experts...please weigh in!

K, do you that other picture? I'm starting to think it may be a Neon Skimmer because I don't see an amber stripe on each wing.
