Best Leafminer Control?

Hi. I have been organic gardening for over 10 years. However, I have been unable to find a good organic control for leafminers. I love fresh greens and herbs, but unfortunately so do the leafminers! I have tried Neem, hot pepper spray, etc. to no avail. Pyrethin does work, but I was looking for something less potent. Any suggestions?

I use the systemic Merit, but that's not organic. You might get other answers in trees and shrubs or organic gardening.
