This lantana is coverd with these critter. What are they and how do it get rid of them? I prefer not to use anything that would be toxic to butterflies if possible.

They're scale insects called mealybugs - the two tails looked familiar from an Azalea site, I think they're genus Pseudococcus. Pseodococcus longispinus is one... the only control I read about is 'systemic', which doesn't sound like what you want to do.
Try searching mealybug control, but I've heard dabbing alcohol on them with a q-tip helps, and blasting them off with a jet of water might help, too.
