Jeannie, that is not a bee, but a hover fly, you can see in your excellent photo that it only has one pair of wings. I think it is probably the American Hover Fly (Eupeodes americanus): http://bugguide.net/node/view/33107/bgpage

Thanks so much Kennedy! I would have never thought this was a fly :)
I've added my photo to the image page. I got very lucky taking that picture - the sun angle was just right (did you notice his shadow off to the right?) and the fly stayed right where he was as I moved in for a close up.
