I'm guessing ... are they Giant Willow Aphids?

They look similar, are on a willow and act like an aphid colony.

I have black aphids this year, but only on one lily? I can't understand why just the one plant is being picked on.

I agree that your bugs are Giant Willow Aphids Tuberolachnus salignus. We have an entry for these aphids in BugFiles here: http://davesgarden.com/bf/go/1150/
but have no images so far.
