Is this a Banded Hairstreak?
CLOSED: Banded Hairstreak
I think a King's Hairstreak. It fits better than the Banded but neither are exact compared to the pics
King's is rare, and not known to be in Pennsylvania, if that's where the picture was taken. The King's Hairstreak will have an orange edge to the blue patch, and the hairs on the wing are longer. Odds are good for it to be a Banded. The other similar species are Hickory and Edward's. I still think it's a Banded Hairstreak, but they are variable....

After checking over and over I believe it is the Banded. I found it on milkweed it's favorite food source. Thank you for you help.
