CLOSED: What kind of spider is this on my Hibiscus?

I have never seen anything like this. I found this one on this leaf yesterday afternoon so I ran in, grabbed the camera to take pics. Then I mowed and weed-eated the yard. The thing never moved. This morning I woke up and it's still on that same leaf. What is it? Will it hurt my plant?

I did find some funky things on this hibiscus this morning .... an area of mucus-looking white stuff dropping from one leaf to another, and some of the leaves are showing some brown edges. Could it have to do with this spider?

The spider is a Green Lynx Spider. They won't hurt your plants.

It's hard to tell, but you might have spittle bugs on your plant

Eeeeeeeeeeeeeeeeew - yuck. I've not seen these bugs around the gunk ... but would Neem kill them?
