arborvitae not dropping brown seeds

I have 6 + arbs that were planted two years ago. this year, well, even last fall and winter, we noticed brown stuff on them. like seeds, not cones , maybe nugget like, IT's making the trees look UGLY. had someone look at them and verified that for some reason they weren't being pushed out; dropped , etc. there is new growth but he thought not enough. He's researching but haven't heard back yet. he recommended fertilizing but i've heard this isn't the time to do it and i don't think that's related to the problem. any thoughts or similar experiences. thanks Su

Ok, I have another question. I just got word that the landscaper is going to replace the trees. They said summer is not a good time, which i agree, but that fall is better and they will replace them then. Do you think Fall is a good time to plant trees? I'm not sure. Su

In some areas of the country it is, out here it's the very best time of year to plant things. In your area though I'm not sure--hopefully someone who lives in a colder climate will comment on this, but my thought is if you plant in the fall, the plant might not have time to get established before the ground freezes, and that could be bad. But someone who lives in your area will know for sure.

Thanks , yes, I guess in CA summer is perfect. i did a little research and Fall seems to be fine. the ground is warm and the tree will have enough time to establish before the freeze. Su

That's good, fall is the best time here too because then we get things in the ground before our winter rains start which help the plants get established. But I wasn't sure if it would still be a good time in a colder climate or not.
