I found ants crawling all over one of my Habanero plants. Are they eating Aphids? Is the best solution to spray with soapy water (in what proportion)?

Nope...not eating the aphids.
They're "milking" them. Ants collect honeydew from the aphids-in exchange for protecting them from predators.
A teaspoon of liquid dishwashing soap (not laundry detergent) per pint of water in a spray bottle should do it.
Repeat it in a couple of weeks, as there may be more than 1 generation and you may have eggs.
