Erysimum 'Bowles Mauve' - cut this back to the new growth and it will just keep on blooming. Mine were blooming in February - and they have not slowed down at all. Erysimum are not long-lived, but it will perform stunningly until it poops out!.
Phygelius: keep an eye on this - it can go rampant, and if it fancies the soil conditions, will be EVERYWHERE it wants to be. But I really like them - I rip out anything that gets unruly.
Besides, the Hummers love them, as do the bees.
The grass looks like a Miscanthus - too hard to tell which.
Elijah Blue Fescue - could be this one. Hard to tell. size of clump?
The last one looks like a Phormium, but I have no clue which one.
The little blue grass is a little more than a foot in diameter, they are all like that. The highest being maybe 8 inches.

My guess on the little blue grass would be Blue Oat Grass (Helictotrichon sempervirens)
If you have Elijah Blue - it's a fescue, which stays on the small side, maybe 12 -15".
Helichtotrichon is much larger, 2' or more.
Right Kayte, under 8 inches is too small for helichtotrichon, must be a fescue
