Yellow dung fly, Scathophaga stercoraria, Family Scathophagidae, we don't have this family yet.

Not the best of pictures but it looks right to me, I have looked at other species of Scathophaga and they are significantly different.

It was in the shade, but definitely yellow, this site says the female is duller so it could be a female, it's difficult to tell. There are horses nearby so I guess they will be attracted to the dung.
