When to transplant Weigelia?

I have a wine & roses weigelia that I planted in the fall of 2005. I have expanded the garden now & would like to move this shrub. When would be the best time, spring or fall?

Not sure if it matters too much with weigela. I've moved mine in spring with no effect on flowering.

I wasn't too concerned with flowering, I just didn't want to kill it. If I wait until spring should I do it while it is still dormant or can I move it anytime it is dormant? I moved some stuff in March this year while still dormant and they did fine and then the freeze in April killed some of it.

I moved my French Lace while it was blooming - pretty much ended the flowering. I think fall would be fine too, otherwise once it breaks dormancy in the spring is good.
